Signify Welcomes Carl D’Ruiz to Its Regulatory Advisory Board

Signify is pleased to announce the appointment of Carl D’Ruiz to its Regulatory Advisory Board. Carl is a globally recognized authority in regulatory affairs, scientific advocacy, and product stewardship with more than 30 years of experience spanning OTC drugs, cosmetics, chemicals, and other consumer products. He is renowned for advancing public health and fostering innovation through regulatory modernization and science-based leadership.
Carl brings the entire product lifecycle, from lab to shelf, perspective to regulatory compliance in beauty and personal care. His subject-matter expertise includes FDA OTC and cosmetic regulations, global cosmetic frameworks (EU, UK, APAC, LATAM), strategic ingredient safety assessments, product-claim substantiation, labeling and marketing, and managing regulatory engagement at every level. He has pioneered initiatives to modernize U.S. sunscreen rules, introduce novel UV filters, champion non-animal testing methods, and open clear pathways for indie brands to launch cutting-edge skin-care, sun-care, and color-cosmetic products worldwide.
